Billy is the Vice-chairman of the Institution of PPP and the Director of TPMA Consulting Limited. Billy is a professional engineer with over 30 years’experience in planning and implementation of railway projects in Hong Kong and mainland China. Billy was the Project Manager for MTR Corporation responsible for design and construction of Light Rail Project and West Rail Project in Hong Kong, and Beijing Line 16 Project in mainland China. Billy also worked for WSP as Project Manager responsible for design and construction of Shenzhen Line 3 Project. Billy’s experience includes strategic planning, feasibility study, contracting, design & construction management and testing & commissioning. Billy has solid project implementation experience in PPP and “Rail plus Property” investment models.Billy is the founding member of the China Hong Kong Railway Institution.
Moon is currently General Manager of TPMA Ltd and Director of TPMA Academy Ltd. Since 2016, she has been a founding member of the Institution of Public Private Partnership (IPPP) in Hong Kong and she serves as the assistant treasurer since the inauguration of the IPPP. In 2017, she participated in the Chinese translation of the PPP Certification Program Guide published jointly by the World Bank Group, the Asian Development bank, the European Bank for Reconstruction and Development, the Inter-American Development Bank and the Islamic Development Bank, and later has become the editor in chief of the translation. Moon joined TPMA in 2017 and serves as General Manager of TPMA. She was responsible for PPP projects, project management and merger and acquisitions in Greater China region.
Walter is Managing Director of TPMA Ltd. He is responsible to lead the business development in Hong Kong, China, Australia and SE Asia. His main specific focus is on pursuit of Public Private Partnerships projects in China and overseas and, merging and acquisitions of engineering consultants in Australia and Singapore. With 40 years’ experience in managing and designing multi-disciplinary engineering projects, Walter is an expert in managing complex, large scale infrastructure projects in urban development, most notably in Hong Kong but also in Australia and Mainland China. He is also the Chairman of the Institution of Public Private Partnerships in Hong Kong advocating to create a platform for the members to share the PPP knowledge and maximize the PPP opportunities overseas and China.
KM is a Chartered Civil and Structural Engineer with more than 38 years professional experience specialising in integrated solutions for studies, planning, design and contract management of infrastructure and new town developments in Hong Kong, China, Singapore and Canada. One of his early managed and completed projects using BIM is the Hong Kong International Airport Midfield Concourse, which received the Winner Award of “Be Inspired BIM Awards” in 2011 and “ Autodesk Hong Kong BIM Award” in 2013. He is a key member in translating the PPP Certification Program Guide into Chinese for promoting PPP in China. The Guide is jointly innovated and published for developing PPP projects globally by five of the leading banks including the World Bank and the Asian Development Bank. The Chinese version of the Guide is being endorsed by the Banks and the China State Council for adoption in China.
David is currently Chief Operating Officer of TPMA Consulting Ltd. Prior to this David was General Manager in Engineering with MTR Hong Kong. He has extensive experience in railway maintenance and operations. Within his over 32 years of working in Hong Kong MTR Corporation, David had taken up several senior positions including General Manager - Infrastructure and General manager - Technical & Engieering Services. He then became the Chief of Operations Engineering between 2011 and 2013 responsible for the overall asset managment of the whole operaional railway system in Hong Kong. The railway assets managed include rolling stock, permanent way, signaling, power distribution,communication, automatic fare collection as well as railway strutrues. David was also the head of a PPP railway project for the construction and operations of a railway line in China. He was also involved in other overseas projects in Europe and the Middle East.
陈文伟教授 - 讲师
陈文伟教授是认可的专业特许测量员（FRICS and FHKIS），他在国内外PPP项目中的开发、建设以及设施的项目管理多年丰富的经验。陈文伟教授是香港西九龙文化区管理局的执行董事（项目交付）。在加入西九管理局之前，他是香港科技园公司副董事長（项目和设施）。主要负责日监督香港科技园区、创新中心和工业区的规划、开发、建设和设施管理。他同时也是香港设施管理学院的创始主席。在2007年，他获得由香港测量师学会颁发的杰出屋宇测量师奖。
Prof. Man Wai Chan - Teacher
Prof. Man-wai CHAN is a Chartered Surveyor (FRICS and FHKIS) by profession. He has many years’ experience in development, construction project and facilities management in private and public sectors both locally and overseas. Prof. Chan was the Executive Director (Project Delivery) of the West Kowloon Cultural District Authority (WKCDA) of Hong Kong. Prior to joining the WKCDA, he was the Vice President (Projects and Facilities) of the Hong Kong Science and Technology Parks Corporation. He oversaw the planning, development, construction and facilities management of the Hong Kong Science Parks, Innocentre and Industrial Estates. He is the Founding President of the Hong Kong Institute of Facility Management (HKIFM). In 2007, he received the Distinguished Building Surveyor award by The Hong Kong Institute of Surveyors.
袁铭辉教授 - 讲师
袁铭辉教授是 Praxis Green Consulting 的董事长，五邑大学特聘教授及先进材料和设备研究所所长。香港科技大学机械及航空航天工程系荣休教授。1971年毕业于香港大学，获机械工程一级荣誉学位，继而在英国布里斯托大学取得机械工程博士学位。曾任职于英国通用电力公司(GEC) 和Babcock & Wilcox。1979年回港任教于香港大学，随后于1992加入香港科技大学，为机械工程系始创成员之一。在香港科技大学历任计算机辅助设计及制造中心创建主任，电子封装实验室创建主任，工学院副院长，1998至 2007年间担任香港科技大学技术转移中心主任，兼任科大研发公司副总裁。2008一月至2014年出任机械工程系系主任。2009年至2010年间，袁教授出任香港科技大学署理研究与发展副校长，并为科大研发公司的首席执行官兼总裁。2013年带领机械工程系改名为机械及航空航天工程系。2016年退任为科技大学荣休教授。
Prof.Matthew Yuen - Teacher
Prof Yuen worked for GEC and Babcock & Wilcox in UK before returning to Hong Kong to lecture at the University of Hong Kong. He joined The Hong Kong University of Science and Technology (HKUST) as one of the founding members of the Department of Mechanical and Aerospace Engineering in 1992. He had served as the Associate Dean of Engineering, the founding Director of the CAD/CAM Facility and the founding Director of the EPACK Laboratory at HKUST. He was also the Director of the Technology Transfer Center at HKUST and Vice President of the HKUST R&D Corporation for the period 1998-2007. Prof Yuen was the Acting Vice-President of Research and Development, and President and CEO of HKUST R&D Corporation for the period 2009-2010. He is currently chairing the Board of Examiners of the Hong Kong Management Association Quality Award. He also serves on the Board of two Hong Kong listed companies as Independent Non-Executive Director.
郑展鹏博士 - 讲师
郑展鹏博士现于香港科技大学教授及研究建筑信息模型 (BIM)、建筑资讯科技和施工管理，而他的研究领域包括建筑信息建模、三维地理信息系统、物联网、数据挖掘、建筑信息与管理、智慧城市、绿色建筑和可持续建筑。郑博士已发表超过150篇期刊及国际会议文文章。他于美国斯坦福大学取得博士学位。郑博士目前担任美国土木工程师学会(ASCE) 资讯科技委员会全球计算机科学与信息技术卓越中心的主席、欧特克行业顾问委员会(AIAB)的主席、美国土木工程师学会香港分会的司库及理事、及一些期刊的编辑或编委会成员。他是香港建筑信息模型学会 (HKIBIM) 的专业会员和碳审计师的认证专业。他曾获得香港建造业议会Young BIMer of the Year 2014奖项，及不同的论文奖项。
Dr. Jack C.P. Cheng - Teacher
Dr. Jack C.P. Cheng teaches and conducts research on Building Information Modeling (BIM), Construction Information Technology, and Construction Engineering and Management at HKUST. Specifically, his research interests include BIM, 3D GIS, Internet of Things (IoT), construction informatics and management, smart city, green buildings, and sustainable construction. Dr. Cheng has over 150 refereed journal and conference papers. He obtained his PhD degree from Stanford University. He is currently the Chair of American Society of Civil Engineers (ASCE) Global Center for Excellence in Computing, the Chairman of Autodesk Industry Advisory Board (AIAB), the Treasurer and Director of ASCE Hong Kong Section, the Editor and Editorial Board Members of some international journals. He is a Professional Member of Hong Kong Institute of Building Information Modeling (HKIBIM) and a Certified Carbon Auditor Professional. He has received the Young BIMer of the Year BIM Excellence Award 2014 from the Hong Kong Construction Industry Council, and several paper awards.
Mr.Ken Tong has high qualification and experience in the engineering field. He has obtained a Master Degree in Mechanical Engineering and has over 10 years experience in CAD application. In addition, he has accumulated over 5 years’ expertise in BIM implementation, and was involved in various BIM projects, such as 4D and construction simulation for Kai Tak Phase 1A, BIM for McDonald Japan and 4D Modelling of Cathay New Cargo Terminal.
