Walter is Managing Director of TPMA Ltd. He is responsible to lead the business development in Hong Kong, China, Australia and SE Asia. His main specific focus is on pursuit of Public Private Partnerships projects in China and overseas and, merging and acquisitions of engineering consultants in Australia and Singapore. He is also the Chairman of the Institution of Public Private Partnerships in Hong Kong advocating to create a platform for the members to share the PPP knowledge and maximize the PPP opportunities overseas and China.
Formerly, Walter Chan was Project Deputy General Manager with Shenzhen Everbright City Development Co. Ltd. China, responsible for the feasibility study of Shenzhen Metro Line 3 East Extension and the PPP financing solution using Rail and Property model. Prior to this, Walter was the Director of URS Hong Kong in charge of the infrastructure group with responsibility for building, railway, tunnelling, highway, bridge, urban development and water projects. With 40 years’ experience in managing and designing multi-disciplinary engineering projects, Walter is an expert in managing complex, large scale infrastructure projects in urban development, most notably in Hong Kong but also in Australia and Mainland China.
