经认证的PPP专家(简称CP3P)是由英国APMG集团针对全球PPP专业人员推出的认证资格,该机构是世界银行唯一授权的PPP认证机构。PPP指南是(CP3P)鉴定系列的一部分,一旦通过(CP3P)考试,则获得(CP3P)资格证书,同时允许个人使用PPP资格证书体系中的‘经认证的PPP专家’称号。(CP3P)是全球PPP专业人员的唯一标志。
 
2017年11月1日—2日,财政部政府和社会资本合作中心(简称CPPPC)和上海金融业联合会在上海国际会议中心联合举办的“2017第三届中国PPP融资论坛”,以新理念、新思想、新动态打造PPP合作命运共同体为主题,推动经济发展模式和产业业态创新,CPPPC会同相关部门在公共服务领域统筹推进PPP的改革。同时,CPPPC在会议中与世界银行签署经认证的PPP专家(CP3P)项目合作备忘录,将世行等5家国际多边开发银行联合开发的PPP资格认证项目引入中国,帮助提升我国PPP从业人员水平。

陈国雄先生参与CP3P中文翻译工作,主要研究全球PPP、以及绿色金融+区块链、BIM+区块链在PPP项目上的运用。陈国雄先生曾研究深圳市城市轨道3号线东延线的可行性研究以及地铁+物业的PPP前期可行性研究;同时他曾负责大型基础设施项目,包含:建筑、铁路、公路、 隧道、桥梁、城市发展和供水等,具有40年的管理和设计多学科工程项目的经验,是一个多元化的管理专家。
 
 
魏月女士(Moon Wei)
获得经认证的PPP专家(CP3P),香港PPP学会理事会成员、公私营合作学院董事
 
魏月女士从事房地产行业、PPP行业共11年,并考取美国项目管理协会认证的项目管理师资格。2016年成为香港公私营合作学会(IPPP)理事会成员并担任义务助理司库。 2017年年底,加入TPMA学院,参与由WBG、ADB、EBRD、IADB、IsDB联合出版的PPP指南中文版翻译工作,并担任翻译总编。她还负责市场营销和PPP教育。

Concept 
 
The PPP Certification Program Guide, referred to here as the PPP Guide, is the Body of Knowledge detailing all relevant aspects of creating and implementing efficient, sustainable public-private partnerships (PPPs). It is intended for use by PPP professionals, governments, advisors, investors, and others with an interest in PPPs. The PPP Guide is part of the family of CP3P credentials that, once obtained, allow individuals to use the title “Certified PPP Professional,” a designation created under the auspices of the APMG PPP Certification Program. The APMG PPP Certification Program, referred to here as the Certification Program, is an innovation of the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Inter-American Development Bank through its Multilateral Investment Fund (IADB through its MIF), the Islamic Development Bank (IsDB) and the World Bank Group (WBG) funded by the Public-Private Infrastructure Advisory Facility (PPIAF). (CP3P) is the only formal certification of global PPP professionals by the world-wide banks. 
 
On November 1-2, 2017, China Public Private Partnerships Center, Ministry of Finance (CPPPC) and the Shanghai Financial Association jointly held the "2017 The 3rd China PPP Financing Forum" in Shanghai International Conference Center. With the theme of building a community of shared future for PPP cooperation based on new ideas, new ideas and new trends, we will promote innovation in economic development mode and industrial formats, and CPPPC, together with relevant departments, will comprehensively promote PPP reform in the field of public services. At the same time, CPPPC signed a memorandum of co-operation with the world bank on Certified PPP Professional (CP3P) Programme in the meeting, introducing the PPP qualification certification project jointly developed by the world bank and other five international multilateral development banks into China, helping to improve the level of PPP practitioners in China.

Walter Chan - Certified PPP Professional, Founder Member and Chairman of IPPP, Managing Director of TPMA, ex-Director of URS Hong Kong
 
Mr. Walter Chan participated in the Chinese translation of CP3P, and is a well known expert on the application of global PPP, green finance + blockchain and BIM + blockchain in PPP projects. Formerly, Walter Chan was Project Deputy General Manager with Shenzhen Everbright City Development Co. Ltd. China, responsible for the PPP financing solution and feasibility study of the Shenzhen Metro Line 3 East Extension, a Rail + Property model. Walter was the Director of URS Hong Kong in charge of the infrastructure group with responsibility for building, railway, tunnelling, highway, bridge, urban development and water projects.  With 40 years’ experience in managing and designing multi-disciplinary engineering projects, Walter is an expert in managing complex, large scale infrastructure projects in urban development, most notably in Hong Kong but also in Australia and Mainland China.

Ms Moon Wei has over 12 years’ experience, engaged in the real estate property development and public private partnerships project management. She has been certified as a Project Management Professional by the American Project Management Institute. In 2016, she became a member of the Council of Institution for Public-Private Partnerships (IPPP), Hong Kong and served as an Honorary Assistant Treasurer.At the end of 2017, She joined TPMA Academy, participated in the Chinese translation of CP3P jointly published by WBG, ADB, EBRD, IADB and ISDB, and served as the translation editor in chief. She is also responsible for marketing and PPP education.

Formerly, Walter Chan was Project Deputy General Manager with Shenzhen Everbright City Development Co. Ltd. China, responsible for the PPP financing solution and feasibility study of the Shenzhen Metro Line 3 East Extension, a Rail + Property model. Walter was the Director of URS Hong Kong in charge of the infrastructure group with responsibility for building, railway, tunnelling, highway, bridge, urban development and water projects.  With 40 years’ experience in managing and designing multi-disciplinary engineering projects, Walter is an expert in managing complex, large scale infrastructure projects in urban development, most notably in Hong Kong but also in Australia and Mainland China.

Ms Moon Wei has over 12 years’ experience, engaged in the real estate property development and public private partnerships project management. She has been certified as a Project Management Professional by the American Project Management Institute. In 2016, she became a member of the Council of Institution for Public-Private Partnerships (IPPP), Hong Kong and served as an Honorary Assistant Treasurer.At the end of 2017, She joined TPMA Academy, participated in the Chinese translation of CP3P jointly published by WBG, ADB, EBRD, IADB and ISDB, and served as the translation editor in chief. She is also responsible for marketing and PPP education.
